I think you are being generous to believe that he has ANYTHING to do with foreign policy. He can do only what he is told or get lambasted and humiliated. Then again doing what he is told also gets him lambasted and humiliated. Trump wasn’t lying when he called him Little Marco as he is small in every sense of the word.
